Free Trade Agreement (FTA) Transshipment Facilitation Scheme Extended, Now Also Covers Peru
Hong Kong’s Customs and Excise Department has extended the Free Trade Agreement (FTA) Transhipment Facilitation Scheme to include cargo transhipped from the Mainland to Peru via Hong Kong. As a result, traders operating businesses between the two countries can now benefit from expanded opportunities.
Previously, the scheme covered transhipment cargo from 71 economies to the Mainland through Hong Kong under 23 trade agreements. The scheme also supported Mainland cargo shipped to Taiwan, Korea, Singapore, Vietnam, Nicaragua, Myanmar, and Australia via Hong Kong under eight trade agreements. Over time, these measures have strengthened Hong Kong’s role as a key regional trading hub.
Certificates to be Issued
With immediate effect, local traders may apply to Customs for a Certificate of Non-manipulation. This will allow them to claim preferential tariffs under the China and Peru Free Trade Agreement. Through this process, cargo is certified as having remained unchanged during its stay in Hong Kong.
The scheme, which was launched in December 2015, provides customs supervision services and issues Certificates of Non-manipulation. Under this system, transhipment cargo is monitored, and its status is verified before shipment.
Furthermore, the scheme also aims to help traders remove cost and improve efficiency with better transparency. Ultimately, these efforts support smoother trade flows and promote Hong Kong’s competitiveness in international logistics.
