A Guide to Hong Kong’s Labour Administration Department

Labour Department in Hong Kong The Labour Department in Hong Kong is the administrative authority responsible for the wellbeing of the local workforce. They are also responsible for workplace health and safety.

 

The Department’s Mission

The department has several missions that it aims to carry out as the leading labour administration in Hong Kong. Among the roles and responsibilities it undertakes includes:

  • Improving the utilisation of human resources through a range of employment services. These services aim to meet the needs and changes in the labour market.
  • To ensure the safety and health of the local workforce. The Labour Department in Hong Kong looks after the wellbeing of the people through promotion, enforcement, and education.
  • To safeguard and help to improve the benefits and rights of every employee in an equitable manner.
  • To help foster and nurture harmonious labour relations. This is done through good employment practices and the resolution of labour disputes.

The Labour Department activity supports and participates in the Government’s “Serving the Community” drive. The department is committed to serving the people in the best way possible.

 

Who Is in Charge?

The Labour Department in Hong Kong consists of several individuals who oversee the various sections within the department. The main person in charge of the entire labour department is the Commissioner for Labour Relations.

Beneath the Commissioner, the next two high-ranking individuals would be the Deputy Commissioner (Labour Administration) and Labour Commissioner (Occupational Health and Safety).

Deputy Commissioner (Labour Administration) oversees the following sections/individuals:

  • Assistant Commissioner (Labour Relations)
  • Assistant Commissioner (Employment Services)
  • Assistant Commissioner (Employee’s Rights and Benefits)
  • Assistant Commissioner (Policy Support)
  • Assistant Commissioner (Development)

Labour Commissioner (Occupational Health and Safety) oversees the following sections/individuals:

  • Assistant Commissioner (Occupational Safety)
  • Occupational Health Consultant 1
  • Occupational Health Consultant 2
  • Chief Occupational Safety Officer (System and Support)

Assistant Commissioner (Labour Relations) oversees the following sections/individuals:

  • Chief Labour Officer (Labour Relations)
  • Chief Labour Officer (Working Hours Policy)

Assistant Commissioner (Policy Support) oversees the Chief Labour Officer (Offsetting Policy). The Assistant Commissioner (Development) oversees the Chief Labour Officer (Statutory Minimum Wage)/ Registrar of Trade Unions.

The Assistant Commissioner (Occupational Health and Safety) oversees the Chief Occupational Safety Officer (Operations).
