Hong Kong Streamlines Visitor Facilitation Plan for Experts
To further strengthen Hong Kong’s position as a global hub, the government has recently announced an expansion of the visitor facilitation plan via the official launch of a program. This ‘Immigration Facilitation Scheme for Visitors Participating in Short-term Activities in Designated Sectors’ programme will begin on June 1st, 2024. Known better as the STV Scheme, this programme will streamline immigration for visitors participating in short-term activities within specific sectors.
Building On Their Initial Success
Back in 2022, Hong Kong Kong launched a pilot programme as a trial. With more than 16,600 visitors from nearly 120 countries participating, it proved that this programme was a significant success. The events held included the International Chinese New Year Night Parade, the InnoEX innovation expo, the prestigious Asian Financial Forum, and the exciting Hong Kong International Dragon Boat Races.
Under the scheme, organisations within these sectors can invite talented individuals to participate in short-term activities without requiring lengthy employment visa applications. The revamped scheme will focus on 12 key sectors crucial to Hong Kong’s development. These include healthcare, education, arts and culture, sports, heritage preservation, creative industries, innovation and technology, aviation, international events, finance, and construction. Five of the original twelve designated sectors, including healthcare, education, and technology, will see an increase in authorised organisations; 18 new ones will be added.
Additionally, the range of approved short-term activities within these sectors will increase. The Immigration Department’s involvement facilitates a smoother entry process for these visitors. Therefore, international visitors can participate in these approved activities for up to 14 days per visit. They will also be compensated for their contributions. Currently, over 400 organisations officially recognised by government departments can invite international talent in their respective fields.
This benefits the visitors and adds valuable international expertise to Hong Kong’s industries, continuing to foster growth and innovation. The government sees this program as key to maintaining Hong Kong’s status as a leading global collaboration and talent exchange destination.
